EBT Online Purchasing Pilot Program

In 2017, the United States Department of Agriculture (USDA) announced a pilot program for online EBT purchases. The program allows EBT cardholders to purchase groceries online for delivery or pickup. When the U.S.

Department of Agriculture first developed the pilot program, the following states in the program were approved:

  • New York
  • New Jersey
  • Alabama
  • Iowa
  • Oregon
  • Washington
  • Nebraska
  • Maryland

In addition, the following grocery retailers were approved to work with the states above to launch the program:

  • Amazon
  • FreshDirect
  • Safeway
  • ShopRite
  • Hy-Vee, Inc.
  • Hart’s Local Grocers
  • Dash’s Market

EBT Online Pilot Rollout

New York state was the first to actually implement the program, starting in April 2019.

This was followed by Washington in January 2020.

In March 2020, the states of Alabama, Iowa, and Oregon launched their pilot programs.

On April 1, 2020, Nebraska joined the list.

As of April 2020, only two of the original pilot states (Maryland and New Jersey) are yet to implement their program.

Finally, on April 13, 2020, California, Arizona, Idaho, and Florida were approved by the USDA to join the pilot.

Florida’s EBT Online Program

Florida Agriculture Commissioner Nikki Fried recently announced that the U.S. Department of Agriculture has approved an online purchase plan for the Florida Food Stamp Program.

Then, on April 14, 2020, the Florida Department of Children and Families (DCF), which is responsible for the food stamp program, announced that it will start a pilot program for SNAP recipients to buy food online using EBT cards.

SNAP participants in Florida are automatically eligible for this program. This means that Florida has been added to the pilot and will run a program with the states listed above that allows Florida EBT cardholders to purchase groceries online for delivery or pickup. The plan will initially start with Wal-Mart and Amazon.

The Florida pilot program will be launched for the first time on April 16, 2020.

Your expectations of Florida

Walmart said it will initially launch a trial at all five locations in Tallahassee on April 16, 2020. Then, on April 21, 2020, Walmart and Amazon will begin accepting online purchases at EBT in Florida.

What will happen in the future.

The Florida Department of Children and Families (DCF) plans to expand the network of retailers participating in the pilot program in the coming months. This means that in the near future, more grocery stores in Florida will be added to EBT online shopping for delivery and pick-up planning.

How to buy groceries online with a Florida EBT card

Here is how to purchase groceries online for delivery or pickup via Walmart and Amazon.com.

How to buy Walmart groceries online with a Florida EBT card

At present, Wal-Mart only offers online grocery store purchases with EBT for roadside pickup, not delivery. Delivery options will be added soon.

If you have a Florida EBT card, you can now use your card to buy groceries and choose roadside transportation. You can only use the EBT card to buy qualified groceries, and you cannot use the money from food stamps to pay for shipping.

Step 1 – Go to the Walmart Grocery website

The first step to buying groceries online at Walmart is to visit the Walmart grocery website located at: www.grocery.walmart.com.

Step 2 – Find Walmart Store Near You

Next, enter your zip code to find the location of a nearby Walmart store. This is where you will pick up online grocery orders from.

Step 3 – Shop for Groceries Online 

After selecting a Wal-Mart location, start shopping online for groceries by adding items that meet EBT requirements to the shopping cart.

After placing the product in the shopping cart, the system will ask you to log in to your Walmart account or create an account.

Step 4 – Check out and select shipping options

After logging in to Walmart, you can continue shopping until you have selected all the groceries you need. Next, click the “Check Out” button. The minimum purchase at Wal-Mart’s online grocery store is $30. You will not be able to proceed with checkout until this limit is reached.

After pressing the “check out” button, you will be taken to a page where you can “hold time” to pick up the goods. You will be provided with available time when picking up the goods. As shown in the figure below, choose a convenient pick-up time.

Step 5 – Checkout with your EBT Card

Next, you will be taken to the payment page where you will select “Pay with EBT at Pickup” option, as shown below.

Step 6 – Enter your phone number and place an order

The last step is to enter your phone number, check your order to make sure everything is fine, and then click the “Place Order” button to complete your order as shown below.

Step 7 – Pick up and Pay with EBT Card

The final step in the process is to pick up your order and pay with your Florida EBT card. You need to bring your EBT card when picking up the goods at your chosen Walmart location.

Make sure to follow the pickup instructions in the text or email instructions.

Designated Pick-up Locations

As shown above, some locations of Wal-Mart have designated pickup locations. When you arrive at the pick-up location, you will park in the orange-marked reserved parking space for grocery pick-up customers.

After arriving at the scene, please call the designated number to remind your arriving personnel. You can also sign in through the Walmart Grocery app.

The staff will quickly retrieve the prepared orders and load them into your car. Wal-Mart employees will know that you are an EBT customer and will swipe your EBT card to pay for goods that meet EBT qualifications.

For any items that are not eligible for EBT, the affiliate company will use another credit/debit card to pay.

You will need to enter your EBT password to complete the delivery process.

Walmart Grocery Delivery

Walmart is currently working with USDA to enable online payments through EBT. In this way, EBT cardholders can purchase groceries online, use the EBT card to pay and use Wal-Mart’s grocery delivery service when available.

This will help eliminate all physical connections between employees and customers who wish to use SNAP benefits.

In addition, in areas where there is no Wal-Mart delivery option, using EBT for online payments can help eliminate the actual connection between employees and customers.

This is because all customers need to do is to pull the cart at the designated pickup location, and their groceries will be loaded into their car by the partner.

How to Buy Amazon Groceries Online with Florida EBT Card

Amazon has obtained approval for an online purchase trial in Florida and has begun to provide delivery services for EBT card holders.

Cardholders in Florida can use its EBT to shop online and buy groceries. You cannot use EBT funds to pay for Amazon grocery deliveries.

However, if you buy groceries for $25 or more, you do not need to pay any shipping costs.

How it Works

To purchase groceries online using your Florida EBT card, please follow the instructions below.

Step 1 – Login to your Amazon account

The first step to buying groceries online on Amazon is to website and log in to your Amazon account. To log in, click here.

Next, click on the “Add your SNAP EBT card” link. You will be directed to a page similar to the following page to log in to your Amazon account. If you do not have an Amazon account, please click “Create Your Amazon Account” as shown in the screenshot below.

Once you have created your account, proceed by entering your email and password to sign-in.

Step 2 – Add your Florida EBT Card

After logging in, enter your Florida Food Stamp Card into your Amazon account here. TEnter the complete SNAP EBT card number and click “Submit”.

Next, enter your shipping zip code. This will tell you whether your postal code is eligible for shopping with the Florida EBT card.

After entering the card number and zip code, click the “Add your SNAP EBT card” button, as shown in the screenshot below.

Step 3 – Shop for Amazon Groceries Online

As an EBT cardholder, you have FREE access to Amazon Fresh when you add your SNAP EBT card. 

Step 4 – Enter your PIN to Checkout

When you are done shopping and ready to check out, please proceed as usual. Select “EBT” as payment at checkout. After that, enter the 4-digit PIN of your Florida EBT card to place an order.

SNAP EBT payment is accepted at most locations where Wal-Mart’s grocery pickups. However, automatic collection points or pick-up points that are not in Walmart stores will not accept SNAP EBT payments.
