The eligibility requirements for the Supplemental Nutrition Assistance Program (SNAP) (also known as food stamps) are determined by the US Department of Agriculture at the federal level. However, individuals must apply through their own state. In Florida, the program is managed by the Florida Department of Children and Families. ACCESS Florida Program. Eligibility for food stamps depends on family size, income and resources (cash, bank account, etc.). Income includes work income. It also includes social security, unemployment and SSI benefits.
